Colleges sending me mail: how guaranteed am I to be accepted?

Your chances of being rejected are the same as if they had never sent you anything at all. The only reason you're getting it is you've ended up on your mailing list. That's all. They don't "scout" out the smart students because all of that information is private and confidential. You could be failing out of high school and they won't know the difference.
