HELP!!! a problem with Windows ME?

I have Windows ME, I cannot access most of my files without shutting down Explorer, I have run full scan disc, defrag. I cannot access my floppy disk drive to save some files so I can reboot the system completly. I have run virus scans but none are detected. I have tried to remove some programs, some I cant remove. I have used Sys Restore, no luck. This may not be enough info, but if it rings a bell with someone please let me know. Thanks!
