My roommate secretly moved her boyfriend into my apt?? What should I do?

My roommate has allowed her bummy bf to moved into our apt for the last two months. He isn't a bad guy but he is completely using us. I told her by the 28th of this month he cant stay seven days a week anymore. We aren't a free hotel. When thinking about the situation I told her he can stay 4 days a week max. But then I realized this ****** isn't paying any rent or bills. So I just wanted to know how unreasonable is it..that I demand he pay 1/3 of all the uilities and if he stays over more than 4 days a week..he will no longer permitted to come over cause he isn't paying rent. I don't want to take rent from him..then he becomes an roommate..which i don't want. I also want to put a time limit on him staying 4 days a week. sn. he has no home he has been kick out of his place for two months...plus we live in nyc. So rent is uber expense. He also hasn't even offer to give money and thinks taking out trash is acceptable. And since he hasnt paid rent for the last two months he clearly has been saving the 650 dollars a month he did once pay.
