What is your opinion regarding conduct and character of poor construction labourers?

( Those involved by contractor / engineer in construction of buildings ). I am sure people with own house and those who had witnessed construction work going on in their neighbouring houses would definitely have some bitter experiences or would have been annoyed by their behaviour several times. Will it be appropriate to call these people as ' unscrupulous elements ? ' (without any regard for moral values). It is these people who watch over neighbouring houses and earn as part-time theifs during nights. Do you deny this allegation ?
